Replace the direct agent config dialog with a choice modal offering two
paths: "Ask the CEO to create a new agent" (opens pre-filled issue) or
"I want advanced configuration myself" (navigates to /agents/new).
- Extend NewIssueDefaults with title/description for pre-fill support
- Add /agents/new route with full-page agent configuration form
- NewAgentDialog now shows CEO recommendation modal

When a company has no agents (e.g. user exited onboarding early), the
dashboard now shows an amber banner: "You have no agents. Create one
here" that opens the onboarding wizard directly at step 2 (agent
creation), skipping the company creation step.

Rename all workspace packages from @paperclip/* to @paperclipai/* and
the CLI binary from `paperclip` to `paperclipai` in preparation for
npm publishing. Bump CLI version to 0.1.0 and add package metadata
(description, keywords, license, repository, files). Update all
imports, documentation, user-facing messages, and tests accordingly.

Switch agents, issues, and approvals pages from query-param tabs to
URL-based routes (/agents/active, /issues/backlog, /approvals/pending).
Extract shared ActivityRow component used by both Dashboard and Activity
pages. Redesign agent detail overview with LatestRunCard showing live/
recent run status, move permissions toggle to Configuration tab, add
budget progress bar, and reorder tabs (Runs before Configuration).
Dashboard now counts idle agents as active and shows "Recent Tasks"
instead of "Stale Tasks". Remove unused MyIssues page and sidebar link.
