Dotta 10e37dd7e5 fix: remove "None" text from empty goals, add padding to + goal button ...

When no goals are linked, hide the "None" label and just show the
"+ Goal" button. When goals exist, add left margin to the button so
it doesn't crowd the goal badges.

Closes PAP-522
